Terms of Service

Certer is provided by InfoCore d.o.o., a company established in Montenegro (the “Operator”, “we”, “us”). Full identity and registration details are at the end of these terms.

Certer is a business-to-business service intended for use by organizations and the people acting on their behalf. It is not directed at consumers or at children. By using Certer, you confirm that you are at least 18 years old and that you are using it for business purposes, either on your own behalf as a business or on behalf of an organization you are authorised to represent.

Certer is currently in beta and provided free of charge. It may change, break, be interrupted, or be discontinued at any time, and features may be added or removed without notice. You may experience bugs or service interruptions, and you acknowledge that you are responsible for keeping your own records of anything you rely on. We may end the beta or the service as a whole with reasonable notice where practical.

You must use Certer only for lawful business purposes and in line with these terms. You must not:

• point Certer's certificate-fetching or IP-range scanning features at any host, endpoint, or IP range you do not own or do not have explicit permission to test — you are solely responsible for holding that authorisation;
• reverse-engineer, decompile, disassemble, or otherwise attempt to derive the source code of Certer, except where this restriction is prohibited by mandatory law;
• attempt to disrupt, overload, probe, or gain unauthorised access to Certer, its infrastructure, or other users' data; or
• use Certer to break the law or to infringe anyone else's rights.

Certer stores only public certificate metadata and never stores private keys. You must not attempt to upload, paste, submit, or otherwise transmit any private key to Certer. Certer is not designed to receive or safeguard private keys, and you are responsible for keeping your own private keys secure elsewhere.

Certer, including its software, design, and content, is owned by the Operator and its licensors and is protected by intellectual-property law. We grant you a limited, non-exclusive, non-transferable right to use Certer for your internal business purposes for as long as you comply with these terms.

You keep all rights to the certificate data and other content you add to Certer. You grant us only the permission we need to host and process that content in order to provide the service to you.

Certer is provided “as is” and “as available”, without warranties of any kind, whether express or implied, to the maximum extent permitted by law. We do not warrant that Certer will be uninterrupted, error-free, or that its monitoring, expiry tracking, or chain validation will detect every issue in time. You are responsible for independently verifying anything you rely on for a critical decision.

To the maximum extent permitted by law, the Operator's total aggregate liability to you for all claims arising out of or relating to these terms or your use of Certer is limited to the greater of (a) the total fees you paid the Operator for Certer in the twelve months before the event giving rise to the claim, or (b) €100. Because Certer is currently free, (a) is zero, so this cap is currently €100.

We are not liable for indirect, incidental, special, or consequential loss, or for lost profits, revenue, data, or goodwill, to the extent the law allows this to be excluded.

Nothing in these terms excludes or limits liability that cannot lawfully be excluded or limited. This includes liability for death or personal injury caused by negligence, for fraud or fraudulent misrepresentation, for gross negligence, and any other liability that mandatory law does not permit to be excluded. These carve-outs are not subject to the cap above.

Although Certer is offered for business use, nothing in these terms removes or reduces any mandatory consumer-protection or data-protection rights that apply to you and that cannot lawfully be waived. Where such rights apply despite the business framing of these terms, they continue to apply in full.

You may stop using Certer and close your account at any time. We may suspend or terminate your access if you breach these terms, if we are required to by law, or if we discontinue the service.

When your account is terminated — by you or by us — we will keep your data available for you to export for a window of at least 30 days before it is permanently deleted, so you can retrieve it. We may shorten or skip that window only where the law requires earlier removal, or where the termination follows serious abuse that makes an export window inappropriate. After the window, your data is erased, subject to the retention periods described in our Privacy Policy.

We may update these terms as Certer evolves. When we make a material change, we will give you at least 7 business days' notice before it takes effect, by updating the date at the top of this page and, where we can, by notifying you by email. For changes needed to address a security issue or to comply with a legal or regulatory obligation, we may make the change on shorter notice or with immediate effect.

If you continue to use Certer after a change takes effect, you accept the updated terms. If you do not agree, stop using Certer and close your account.

These terms are governed by the laws of Montenegro. You and the Operator submit to the exclusive jurisdiction of the courts of Montenegro for any dispute arising out of or relating to these terms or Certer, without prejudice to any mandatory rights described under “Your statutory rights” above.
